PADMA BRIDGE FEASIBILITY STUDY
Invitations of Expression of Interest (EOI) for the selection of
International Engineering Consultants

1. The JMBA through International consultant has completed the
Pre-feasibility Study of the proposed Padma Bridge to connect South-West
part of Bangladesh with the capital city and thus to the eastern part of
Bangladesh.

2. The highlights of the outcome of the Pre-feasibility study are
enumerated as below:

a) The proposed bridge over the Padma shall be located at Mawa connecting
the highway No. N8 on North side and highway No. N8 on the South.
b) The base case for the detailed study will be a four lane road bridge
with facilities for future BG rail, power & gas lines.
c) A bridge opening of 6000 meter is indicated for a maximum discharge of
125000 m3/sec. of water under the bridge.

3. The Jamuna multipurpose Bridge Authority now invites eligible
International Engineering Consulting Firms to indicate their interest in
providing the services to support a detailed feasibility study of the Padma
Bridge.

4.      The study will be conducted in two stages:

a) Stage I:

To conduct a feasibility study of the proposed bridge within the corridor
and with the con-figuration established and characteristics considered in
the Pre-feasibility study; the consultant will process and carry the
following:

i) Conduct appropriate site investigation;
ii) Review and update the traffic projection made in the Pre-feasibility
study;
iii) Conduct a bridge toll study and determining impact of toll on traffic;
iv) Select an optimum technical solution and preparing preliminary designs
for the bridge (including add-on provisions for BG rail, gas and electric
power interconnects etc.), River Training Works, approaches and other
agreed components;
v) Review and updating environmental and resettlement requirments;
vi) Review and updating cost estimates
vii) Appraise the cost versus the benefits of the proposed bridge in
comparison with a 4-lane road bridge as the base case;
viii) Prepare procurement strategy including executing financing scenarios
(GOB, private, part GOB/Private) for project emplementation; and
ix) Assess impact of the project on proverty reduction.
 

b) Stage-II

If the project appears to be economically justified and upon direction of
the Government of Bangladesh, the consultant will proceed and carry out the
following:

i) Establish detailed location and geometric characteristics of bridge;
ii) Prepare tender design for the preferred scheme for the bridge,
approaches and River Training Works;
iii) Prepare in conjunction with appropriate operating agencies, design
criteria, applicable standards and analytical methods for all systems (
rail, power, gas, communication and lighting etc.) on the bridge and
approaches;
iv) Prepare tender documents;
v) Assist the executing agency in pre-qualification of the bidders and
during the tender period as necessary.
vi) Analyze and assist in evaluation of  bids received; review any
alternative designs submitted by bidder as to their compliance with the
design criteria;
vii) Assist in pre-award negotiation; and
viii) Conduct an operation and maintenance study.
 

The study will be conducted by the Jamuna Multipurpose Bridge Authority,
Ministry of Communication and the implementation period will be about 24
months and approximate starting date of the study will be from January 2001.
 

4.      Shortlist Considerations

The consultants will be short-listed on the basis of the following criteria:

a) experience in the design of
i) Major bridge with consideration of constructability and maintenance;
ii) Deep bridge pier and offshore piling, including large diameter (1-4m)
steel and concrete cylinder piles;
iii) River engineering and training for braided river subjects to major
floods and scouring with consideration of constructability and of maintenance;
iv) Structural and geotechnical design in earthquake regions (bridge and
river training works);

b) Capability to analyze alternative systems including ferries;
c) Experience in energy and power demand analysis;
d) Experience in road and bridge toll studies;
e) Experience in engineering risk analysis;
f) Experience in development of alternative materials to rock aggregates
for use in river training, cement  concrete and road pavement works;
g) Experience in transportation and regional economics;
h) Capability in cost-benefit analysis; and
i) Experience in working in developing countries, especially those of
deltaic character
j) Potential capability to undertake an independent review of critical
aspects of the pre-feasibility study results.
k) Experience in Resettlement Works in a country like Bangladesh.

5. Interested consultants must provide information indicating that they are
qualified to perform the services (brochures, description of similar
assignment experience in similar condition, availability of approximate
skills among staff, etc.). Two or more Consultantcy firms may associate to
enhance their qualifications.

6. A consulting firm will be selected in accordance with the procedures set
out the ADB/ World Bank's Guidelines.
 

7. Interested eligible Organizations/Institutions/Firms may obtain further
information at the address below during office hours i.e. form 9.00 a.m. to
5.00 p.m. on all working days (Sunday through Thursday).

8. EOI must be delivered to the address below by July 31, 2000 during
